KEITH PAYNE, of the National Institute of Public Policy and former Commissioner on the Commission on Strategic Forces of the US, re-establishes the relevance of nuclear deterrence to today's strategic challenges for the post Cold War generation.  From discouraging state sponsorship of terror to diminishing the likelihood of the horrors of pre-nuclear age conventional warfare, nuclear deterrence is a tangible part of US statecraft.
As Keith Payne states "we have been on the non-nuclear mountain top and it is not nice.  Before nuclear weapons, multinational war caused the death of 100 of millions in the span of 10 years."
